Well, being that this topic does have a rather large ability to incite 'flame wars' over which 'cms' is 'da bomb digidy,' I might as well weigh in with my 2 (US) cents (again) ;-)
If you want to talk about potential - I'd actually vote for Xaraya over mambo. Heck, Xaraya's translation system is -leagues- better than mambo's, as well as it's Standardized API which makes extending the features of Xaraya much easier for developers. On top of that is BlockLayout, the system by which form is seperated from function. Granted, it is more of an application framework, however, it far outdoes all the other nukes (and mambo) in terms of amount of development as well as functionality and well thought out design overall. ;-)
